December to March has the most stable weather in Puerto Plata: lower humidity, lower rainfall, comfortable 27 to 29 degrees Celsius. It also overlaps with North American and European holiday breaks, so it is peak demand.

Cruise schedules push 5 to 7 ships per week into Amber Cove and Taino Bay in peak winter weeks. Each ship brings 1,500 to 4,000 passengers. Most fan out to the historic centre and Fortaleza San Felipe between 10:30 AM and 1:30 PM.

City tour prices stay roughly flat ($45 to $65) year round, but the cheaper slots fill earlier. Hotels in Playa Dorada and Cofresi run 20 to 40 percent above summer rates. Book 2 to 3 weeks ahead minimum.
